The Story of Munimatrix
The idea for Munimatrix grew from Brendan Gilmartin’s firsthand experience with local government and his recognition that valuable public information was hiding in plain sight.
While serving as a borough councilman in Shrewsbury, New Jersey, Brendan learned the town needed to purchase an unbudgeted police vehicle. Looking to understand the cost, he searched other municipalities’ public records for comparable purchases. The information existed, but it was scattered across websites and documents, with no consistent way to quickly find or compare it.
That experience exposed a much larger challenge. Municipalities make thousands of important decisions every year—awarding contracts, hiring professional service firms, approving projects, purchasing equipment, adopting budgets, and investing in their communities. Much of that activity is publicly documented, but the information is fragmented across individual municipalities and buried within agendas, minutes, resolutions, and other records.
Brendan saw an opportunity to transform that fragmented information into something far more useful. Munimatrix was created to collect, organize, and structure municipal data in one place, making it easier to understand what is happening across the local government marketplace.

Brendan Gilmartin has more than 25 years of experience in financial technology, data, SaaS, and technology-driven business solutions. Throughout his career, he has focused on leveraging data and technology to help organizations make better decisions, improve efficiency, and create measurable business value.
Brendan brings a unique combination of entrepreneurial, technology, financial, and government experience. His career has included leadership roles involving technology strategy, commercial development, client relationships, data solutions, and SaaS platforms, giving him a broad perspective on the intersection of technology, business, and decision-making.
In addition to his professional career, Brendan served for seven years as an elected Councilman in Shrewsbury, New Jersey, where he gained firsthand experience in local government and was involved in a broad range of municipal functions, including public safety, public works, finance, recreation, land use, insurance, and community services.
His experience working both in local government and in the technology industry gives Brendan a distinctive perspective on the challenges organizations face and the opportunities to leverage data, technology, and innovation to improve efficiency, accountability, and outcomes.

Ashfaq Rahman is a serial entrepreneur and technologist with a proven track record of building and scaling breakthrough technology companies spanning AI, natural language processing, real-time infrastructure, and algorithms. With multiple successful exits, he has consistently operated at the frontier of technological innovation as CTO, Chief Scientist, and Co-Founder across high-growth organizations.
A former Microsoft engineer, Ashfaq co-founded LocalBlox, a Big Data technology venture, and served as Chief Scientist at TrueInfleunce, a B2B Intent company which exited to MeritB2B / MountainGate Capital and Selerity, a real-time event data intelligence company that exited to ION Group. He also contributed to foundational technology at Shop.com, a multi billion dollar e-commerce company today and later at IDMAP, a global data technology venture.
Ashfaq holds a Master of Science in Computer Science from UPenn. At Munimatrix, he continues to pursue disruptive innovation at the intersection of AI and data-driven decision-making, bringing deep technical depth and entrepreneurial vision to every venture he leads.

Christopher Faherty is a business operations and strategy leader with deep experience scaling technology companies and helping organizations use data, technology, and operational discipline to improve performance. His career spans start-up, venture-backed, private equity, and global enterprise environments, including leadership roles supporting Sales, Marketing, and Global Services strategy and operations at Amazon Web Services (AWS) and serving as Chief Growth Officer for a Y Combinator–backed technology company.
Earlier in his career, Chris was a founding team member and Director of Solutions Development for a global B2B digital content licensing business, where he developed technology-enabled compliance solutions for Fortune 100 and Global 500 organizations.
Chris also brings firsthand experience in local government and public service. He currently serves as an elected Councilman in the Borough of Little Silver and has been a longtime volunteer first responder in his community, giving him a practical understanding of the operational, financial, and data challenges facing municipalities and those that service them.
He holds an MBA from the Stern School of Business at New York University and a bachelor’s degree from Boston College.

Alexander Tsigutkin
Alexander Tsigutkin is the Founder and former CEO of Axiom Software Laboratories (AxiomSL), a global company that developed a risk management and regulatory reporting software platform for financial institutions. He served as CEO until 2021. In that year, AxiomSL merged with Calypso Technology. Following the merger, Tsigutkin served on the company’s board until its acquisition by NASDAQ in 2023.
Since August 2021, Alexander has been a General Partner at Dijeruma, a private equity firm focused on technology investments. He is also actively involved in various philanthropic initiatives.
Alexander holds a Bachelor of Science degree from Yeshiva University and attended Master Program at the Polytechnic Institute of New York University

Harry Chopra brings over 30 years of experience in sales, marketing, managing partner relationships and growing businesses that range from: a.) Start-Ups, b:) Private Equity Owned Firms and c.) Publicly Held Organizations.
His experience encompasses Financial Institutions, Financial Market Intelligence and Regulatory and Risk reporting across Public and Private Capital Markets.
Besides his current Advisory role at Munimatrix, Harry also volunteers at his town’s municipal committees.

Jason Freeman
Jason Freeman is the founder and principal of Garden Street Strategies, a strategic advisory firm focused on helping businesses, organizations, and public-sector leaders navigate government, strengthen partnerships, and advance complex initiatives.
Prior to launching Garden Street Strategies, Jason served for six years as Business Administrator and City Manager for the City of Hoboken, where he oversaw the City’s day-to-day operations, managed a large municipal workforce and budget, and helped lead major infrastructure, development, and community initiatives during a period of significant growth and change.
Jason remains deeply engaged in the Hoboken community and currently serves as President of the Board of Trustees of the Hoboken Public Library.
Throughout his career, Jason has focused on solving complex public-sector challenges by building strong partnerships, bringing stakeholders together, and identifying innovative private-sector solutions that help government operate more effectively and deliver better outcomes for the communities it serves.
